Assigning marketing sets works very closely with the “User group” editing. We strongly suggest having the user groups defined before you get through to setting up specific marketing campaigns. 

After you prepared the marketing campaigns and organized them in sets, you can assign those campaigns to specific user groups. There essentially two ways in this process - either you start from the “User group” menu and connect the user groups to your marketing sets in the “Assigned marketing set” field  or you can begin from the “Marketing” menu and click the “Edit” button at the specific chosen set on top right that gives you an “Assign to Group” option which leads you to the “User group” menu. Again, you can connect your user groups to the marketing sets in the field “Assigned marketing set”.
